not having marksmen bot lane (support items)

i know this has been brought up in other places generally the idea of making it so that not just marksmen bot lane and people say vague things like well change items and things like that. well i think i have the answer. CHANGE SUPPORT ITEMS. all it would take is adding a passive effect to all support items that EITHER effects ranged and melee lane partner champions differently OR they just give melee lane partners an added bonus that makes them viable.

examples passive: when there is only 1 allied champions within X units and that champion is a melee unit that unit receives 50% (or a different number) of the penalty for sharing XP

if this would make to many champions to strong bot lane vs marksmen then add a second effect to give a bonus to early game champions that would mean that marksmen are still a strong option an example might be the following

passive: when there is only 1 allied champions within X units and that champion is a melee unit that unit receives 50% (or a different number) of the penalty for sharing XP if that champion is a ranged unit then that unit receives 10 movement speed that decays over 2 seconds when attacking a melee champion

this second passive is meant to be a small enough and situation enough buff that wile helpful in the lane match-up vs melee champions it would have extremely minimal impact in any other situation because 1 the flat number is so small that is would fall off late game and 2 your support and ONLY your support must be within a certain range of you for you to get this bonus. yet it might give the edge needed to kite melee champions meaning that not ANY melee champion is actually viable because many would just be bullied and kited by the marksmen.
