Is This Mechanic Intended? Damacian Justice/Zhonyas Interaction

For people who can't/won't watch the video: Basically Garen is chasing me, and I time my zhonyas activation so that right after his ult animation starts I turn intangible and the attack whiffs. ~20 seconds later he uses Damacian Justice on me again and kills me. Apparently, the ability didn't go on CD after he whiffed with it the first time.

Is this interaction intentional? And if so, why? AFAIK, there are no other abilities in the game that don't go on CD after you've casted it just because it whiffs. And considering how powerful DJ is, especially when used on the villain, I think it's fair to reward someone for getting the timing down to dodge it.

Curious what Riot's stance is on this.
