Normal Draft is unplayable without try harding at high levels, is this ever going to be fixed?

It's kind of stupid when you're trying a new champion and the enemy team consist of a 3/4-man Diamond I pre-made, all playing their mains, And by stupid, I mean a complete waste of time.

Team builder had adjustments to prevent exactly this scenario, so why doesn't normal draft?
