Range, no CC.
He doesn't have one. He has an absent strength (CC) but it doesn't matter really as ADCs are generally lacking in CC regardless. His damage is overwhelming and his safety is off the charts - he has everything an ADC needs.
Short range, extremely low damage when behind, snowball reliant, and absolutely 0 team utility.
Attempt to stay on the same side of the creep wave as Lucian, e.g if he stands to the left, stand to the left. This will give him a much harder time with harassing you using Piercing Light. His ult can be used while he's moving, so watch out as he may try to kite you. His damaging skills have long range and are mostly skill shots, so awareness and good dodging skills are important. Watch out for his Q in lane as it can pass through minions for a longer range, try to stay to the side of the minions. on the PBE and SS@20 update, they said they are going to nerf his ult range to 1200 from 1400

Basically range and lack of cc. If you want a counter pick, get someone able to dodge q/interrupt ult. Also, anyone able to punish him for getting close in teamfights is nice. Also, try not to let him line up piercing light in lane if you can't dodge it. I think kalista and draven would work best.
