Hextech Crafting

Guys I'm like playing so many games these days to unlock new skins using keys that i get because of playing league and also i get chests but there's an issue i have owned all the champions and i unlocked the chest in Hextech crafting and i got a champion this happend twice with me what i mean is why didn't i get skins
