Don't you think Phage is abused a bit too much in lane? 60 movement speed just for CSing?

Phage gives you 60 movement speed for 2 seconds upon killing a minion. With champions like Darius being balanced around immobility, isn't it a bit excessive to allow them to gain 60 movement speed for 2 seconds just for CSing? Trying to kite a Darius only to have him swipe a minion and rush you the fuck down is pretty annoying.

Just sayin'

If a champion like Swain got 60 movement speed for 2 seconds just for killing a minion, he'd be broken as fuck, and you could argue he's an AP juggernaut.
