Simple QoL feature rito shoudl impliment

A popup in game with a direct link to the most recent patch notes with a confirmation button asking if the player read the patch notes, that way when players decide to be stupid and lsoe games becuase their build suddenly isnt working they can only blame themslves, furthermore, add in a report feature that allows you to report players for not reading patch notes, and the punishment is that the game forces them to read the patch notes, like... They cant enter a game unless they have sat in the patch notes in game for like 15 minutes or soemthing to prove they read it.

Why?

Becuase i jsut got out of a game where my teammate illaoi was crying that she didnt do any damage to full tank braum, maokai, and zac when all she had was a cleaver, and blamed everyone else. An adc who got mortal reminder over lord doms and also did no damage, a jungler who didnt even buy a junglers item...

Basically a team of people who DIDNT READ THE PATCH NOTES, i even had one person ask me why i bought relic shield on rakan (Becuase they i have 4 shields, 5 when i get face of the mountian, with ardent censor that means i can buff my ADC for days).

TLDR version, force a 'im not a robot' check on players in game to read patch notes.
