LP system

So recently, I have been climbing up and down between Silver II and Silver I. But something rather annoying happens when I'm trying to climbing, keyword: trying. Basically, what happens is in Silver II I get good chunks of 19-21 LP but once I enter Silver I it always stays between 14-16 LP, is there a reason for this?
