But scripting is getting to be more and more common. To the point im seeing it in 1 of every 10 norm games. Has riot become so lax on punishment? Maybe when its 1 in 5 they will crack down? Not sure...im just sick of it.

If by norms you mean level 1-30 then yes, people who get permabanned often install them and spam them on smurfs as they no longer have anything to lose. If they get banned they just do it again. I'm not sure about scripting at level 30 as it will get you permabanned quicker than shit and most people don't want to lose an account they put effort into. Some players are just really good at dodging skillshots.

It's because they removed dominion. everyone used to do it in dominion, but now they have to branch out. you should see twisted treeline, it's basically dead. you're lucky to get 1-2 other humans in the whole game.

I hear a lot about scripting, but I don't think I've ever seen it. In my 3k combined games, I've never seen one instance. Not that I'm doubting or anything, I'm just surprised that it's as rampant as OP suggests, but I've never seen it.

You think you see scripting that often. I doubt you do. I get accused of scripting every time I play Cass, just because I can click E "too fast" or something?

You'd be hard pressed to actually prove that. And Riot needs proof to actually do anything about it, not just anecdotes and guesses.

You have to remember that scripting and botting is a lot like the War on Drugs. Everytime Riot finds a way that they've been doing it, the scripters/botters change their approach to stop getting caught, and as such, make it harder to catch them until Riot discovers this new way.

(And not to be rude, but just because someone is doing something really well, doesn't mean they're scripting. I have seen quite the few salty sailors who will accuse of scripting just because the other person was good with their champ)

TL;DR - not everything you see that looks like scripting is actually scripting, use your best judgement or if it's just an assumption, let it go and move to the next game.

Only place scripting is common is around the low diamond area.

Not only that, but let me let you in on a secret. Unless it's packet casting, anything the script can do, you can do. You have to actually understand what is and isn't a valid reason to think someone is scripting.

1 - Lucian always dodging Shen taunt with e?

Shen taunt moves slow enough that you can react to it, I do it with almost 100% success unless they taunt flash me. VERDICT - Highly unlikely.

2 - Xerath hitting his abilities constantly?

He may be an experienced Xerath player and put time into mastering those abilities. VERDICT - Relatively unlikely.

3 - Vayne dodging blitz hooks through Fog of War with no possible knowledge that he would be in that spot looking for a hook?

It's possible that it could have been a coincidence or super fast reaction (it is possible to react to skillshots from the Fog of War) but if she's doing it consistently yet not an extremely skilled player from what you can see, you may have found someone using dodge scripts. VERDICT - likely.

These are just some ways to identify someone scripting, but you have to remember whenever you think someone is scripting, most things a program can do, a human can do too.

There are very few ways to actually identify someone scripting unless you have experience in the subject, I myself scripted a while back and I payed for it with my account that I had a lot of time and money invested in.

I use my knowledge of how scripts work and what they look like to find and report scripters, and believe me even in diamond 5 (scripter heaven) it's not even a 1/10 ratio.

I wonder how many scripters have been in my games. A Vayne I played with recently might have been but Idk. I'm going to start trying to pay attention and find them and report them if it's really obvious (like the Sivir in Phy Games' Unranked to Diamond game as Ezreal).
