I love the bear. He was a fun and simple champ I greatly enjoyed learning the game. As is now...he has been badly passed by as there have been a large number of champ additions and reworks. I don't think it would take much to add a tad bit of complexity into his kit, alter a couple abilities and have a much more viable bear.

First, leave the passive. It's a nice booster on a fitting CD.

Next, Q. It doesn't need much, but until maxed out its a pretty poor engage tool. Proposal - Add a very short range dash to the initial cast, adding an animation of Voli leaping forward onto all fours then running as is. I would suggest if an enemy champion or large monster is struck by the leap, they are stunned rather than displaced and the run is canceled.

The W. It serves as a vital clear and fighting skill. It has some dissonance in his kit though. First, remove the bite as an active at three stacks. Instead, at three stacks Voli can activate his lightning fury to do extra magic damage and lightning arcs to extra targets. (Up to two arcs at rank 1, three at rank 3, and four at rank 5). This will make his W his primary fighting ability and allow his Ult to be more powerful.

The Ult. Since it ties directly to the W, here is my proposal. The Bite that once was on his W is now a fitting ultimate, with a small window to recast if it executes a large minion, large or epic monster, or enemy champion.

Finally, the E. His roar is pretty sad. It has a smaller radius than Tryndamere. It only fears monsters or creeps. It has pitiful damage. New Crowd Control idea. His roar slows enemies as before with its little bit of damage. Champions, however, are Pacified. For a duration half as long as the slow, no autos or offensive spells (champion or summoner) can be cast. Defensive spells like flash, barrier, heals, etc....those can be used. This will give the bear a little more peel or engage ability for a vanguard as he should be.
