Jarvan clear time is stupidly slow

I'm finding it hard to actually jungle with this guy. I KNOW I can make it work, but the effort is just silly.

You pretty much have to gank non stop at level 2, till smite is up for red or tax lanes (pretending to knock up stuff and q striking as you leave)

or doing a level 2 invade and smite stealing the enemies red/blue depending where hes at? <_<

But yea, the damage per rank on his dragon strike is . . kinda low

So his damage is subpar, he isn't as tanky as he was before. Nothing scales with his shield. Every champ has a dash to get out of his ult
