Fiora is tankier than any tank
while simultaneously doing more damage than any carry. Why does this champion exist?

She isn't tankier then a tank. He base armor is 24 which is lower then average for melee champions. Her base health is 550 which is also not too great. The growth stats for her armor are pretty terrible(2.5) when you compare actual tanks such as shen (3.2 armor per level) or even juggernauts such as darius (5 armor per level). Her Health growth stat is average too.
As far as items go, yes you can build her tanky, but then you lose out on damage including true damage from passive.
A good reason she may seem tanky to you is due to her W dodging a majority of damage in teamfights.
