Seems like Kat and akali have the same problem

PLay aggressively (walk or dash towards them) to deny them thier passive. I might be wrong about aklai though I'm just getting the feeling i get when i play kat. Like with akali it seems like you need to walk away from people when you oke them to kik off the passive as with kats daggers going away from them.
