Roaming

So I get the concept of roaming go to top or bot when my lane is pushed up but if they got there lanes under tower or what if there lanes are full health do I still go and make a play. In by doing that how would i make one wait for them to engage then go in? I play Kat by the way any tips would be highly appreciated
