I'm in provisionals and this is what players get?

This isn't the first season on account I played provisionals in so I get slightly higher than new players but still.

Seriously? I get smurfs against me, bloody smurfs that are Katarina one tricks? I had a hard time playing against him imagine new players getting smurfs in just Silver 4 what the heck? Like I don't have problems with smurfs I'm better but still I can't imagine how many times a new player would int to this guy he literally walked up to me and killed me with 0 items and I dodged a LOT of his bull... so I had to play hyperpasively I was Artilery mage so it was easy but seriously imagine someone new or decent at the game playing against some hardcore Katarina player that is actualy good?
