Runes and the levels to unlock them

Ok, so the point is I've been chilling on a new euw account a little, to prepare myself a brand new lvl 30 account for the s9 start so I can climb on both servers for fun or run to one another if I get bored of my main climbing account... and I got hit by a truck with how weird the rune setup is right now.

The way it's done atm kinda discourages me from playing anything besides arams before the level you need to fully customize your runepages, because I simply know I'll win 3 or 4 and be put against other smurfs, most likely higher leveled, having their runes done just fine and enjoying the advantage of that (because noone can say the actual preset runepages you start with are anyhow decent - or atleast they aren't for a big chunk of champion selection - not to mention they lack major useful keystone pages, like conqueror or - after the last patch - dh). It just makes the experience of grinding worse, because I have to spam countless arams, not exactly playing my mains the account was supposed to be played at for fun (which is totally in plus for riot here, cause they now give us a chance to choose one champ we want owned straight away - helps alot if you're an otp smurf), just to grind the level needed to get a full game experience.

I do understand the point is to not overwhelm actual NEW players with the complexity of setting their rune pages up straight away, but there are plenty of possibilities riot could use to make it work better. For example, when you created a new account not that long ago, you were getting a question if you're experienced in moba games or sth like that and could click your subjective chosen level. There goes the first possibility, actually bringing it back up and making people that click they're fully ok with the game and don't need any tutoring able to change their runepages as they wish, starting level 1. Another option is to do something like other mobas sometimes have, an option of auto picking items or - in this case - runes. AN OPTION. Not something forced down your throat, the option you can uncheck and work on your own. I'd probably find some more ways of making it more player friendly, but the point is to actually bring up the problem in here, not to fix it with a single post - which probably won't change anything.

Treat it as a simple and friendly conversation and feel free to share your opinions, how do you get past that meh first levels of grinding new accounts or if you feel like it's fully ok as it is. I know it is, in theory, a bit of a taboo, as new accounts are supposed to be players new in the game anyway, but the reality is a bit different. Big part of them is smurfs and since they're allowed, why not make it more pleasurable.
