Small Patch, More Ping Spikes

I'm running into constant ping spikes yet again (which were supposedly fixed recently) after whatever this small patch was earlier today. I have run into at least 1 other person in both my games since the patch saying the same, confused what is even going on. I had this about a week or so ago, then it was fixed, now this patch drops and INSTANTLY back to lag spikes.

People trying to convince me it isn't Riot (even after they said they were having issues and were fixing them and people still arguing with me). It is making the game unplayable, but was fine right before the patch, nothing at all on my side has changed (not even as much as put my computer to sleep or reset my router). Right after said patch BOOM ridiculous ping spikes to the point I am ice skating around the rift at times.

Thank god I play an aram before hopping into ranked games, cause I tested net, was perfect, hop into League, and boom, terrible. What's the deal Riot? What even was that patch and why is it causing this? It's really frustrating.
