Surrender restrictions

Can we please make it to where you can surrender at any point during a match rather than having a team wait 20 minutes. I just had a game with someone who rage quit 5 minutes in, so we're basically forced to sit there and play the rest of the 15 minutes or possible incur an afk penalty ourselves if we decide to not play. I know you, Riot, like to think that with the report system and threat of bans that things like this don't plague your game, but lets be honest, this isn't rare behavior. I'm just asking that teams are allowed to surrender whenever they deem it necessary, it won't mess up the dynamic where you have to have 4/5 or 3/4 votes for the surrender to go through, it will just allow them to happen sooner and save everybody a little time when everyone can agree on a game as a lost cause. It's not a secret that league is full of "toxic" players who take the rules with a grain of salt, so lets drop the archaic 20 minute waiting period for a surrender vote, it's not a necessary thing to have. <3
