Riot has talked about replacing Warmog's Armor with something specific to ARAM and had a few ideas in mind. Take the passive of specter's Cowl and apply it to the full item, so they get poked and gain health regen, or you could give them increased armor/mr. Something like this.

-3150 Gold +400 Health +50 Armor +40 Magic Resist +100% Health Regen.

Unique Passive: After taking damage from an enemy champion, gains 200% base health regeneration instead for 10 seconds. Gain 15 Armor and 10 Magic Resist.

Base health regen is basically worthless because not even the champs with the highest base regen stat actually have much.

base health regen really won't amount to much, and would have to be HEAVILY overtuned. and even then it's usefulness will vary wildly with champ selection. that COULD be a good thing, but these numbers are too low
