Key Fragments Update from the first one
Not a single key fragment in over 30 wins this is getting annoying, i get S ranks, i win, i dont know what more you want riot ):, my friend is just racking them up but im not getting a thing this is a problem

They are suppose to be an extremely low drop rate after your initial ones. I highly Doubt your friend is racking them up unless he has not earned any.
They have like a 6% or less chance to drop i agree it is way too low of a chance since that chance only applies to won games and not the lost ones which if riot is correct about the 1 to 1 win loss ratio is only half of your games
