Varus q CD still not changed

Varus is one of my favorite champs so I was excited too see in 5.5 he was getting some attention and changing the way his q goes into cool down. Previously his CD for his q would start after arrow was released. New patch says it will start soon as u press it.. Sad to say it has not been changed :(
