Idea to help Twisted Fate

This is just a small idea I had today while bored at work, that I think could help put TF back to a more competitively-viable place without becoming gamebreaking or suffering a massive rework of all we know and (hopefully) love.

Simply enough, one of TF's largest issues (besides squishiness) is his short AA range and reliance on autos, and their interaction with Pick a card, lich bane, and stacked deck, to produce both meaningful damage and what utility he offers outside of his ult vision.

Something I enjoy, especially on mage champions, is interactions between their own abilities above and beyond a simple combo, e.g., syndra's use of her q balls, or the way Sion's e alters the functionality of his q.

What if twisted fate's Q (wild cards) could gain the full damage, and half the CC, of his W (pick a card), if used while a card is locked in? Obviously, it should no longer pierce through multiple enemies if this is done.

Why this is good: TF now has longer ranged utility and improved ranged poke, allowing him to more effectively support his allies, participate in a chase without his ult, and land meaningful damage at range.

Why this is bad: TF can now apply pretty significant damage + CC effects at a very long range, and benefits from both builds that include CDR and decent base cooldowns.

Why this is fair: This interaction, if added, provides another way to demonstrate skill, and can only be used effectively by landing a relatively slow-moving, non-piercing skillshot. If he uses it from too close he wastes the added CC he could have gotten from using W on an auto attack, as well as locking down both his offensive cooldowns and leaving himself very vulnerable if he misses.

I don't think TF needs any help. He functions just fine when played well, and there is a LARGE difference between a skilled TF and a non-skilled TF.
