Remove Devourer

Since you're so fixated on removing items, why not the most toxic? Less than 5, maybe even 3 junglers use it competitively and every single one becomes a god that can 1 shot anyone because hybrid damage. The idea of a hybrid damage assassin is true toxicity because you can not counter it. You can't build enough resistances to stop both types of the damage. Devourer is just a niche unbalanced item that is just there to say "Use yi and win".
