Poppy was a failure of a rework. Her gameplay is weaker and she herself is weaker for it.

The only positive thing to come out of this rework was the IDEA of the anti-mobility spell of hers, the Steadfast presence, but in execution it's pretty bad.

On every website that I've looked at that keeps track of winrates and matchups throughout patches, Poppy's been pretty awful when before she's always done well for herself in the jungle.

It feels like Riot crammed her kit full of counterplay and then made her weaker for it simultenously with things like her passive having to play a minigame to collect her shield and the Q changes, and the R changes. Just everything really.

It's been 20 days since the rework came out, and I've had about 100 games on her. She's feast or famine champ, and she's not even tanky. Her tanky passive on steadfast presence is NOT noticable.

I personally love the new Poppy and am happy with how it went out, though she could feel a little weak at times but she could just get a buff here or there to make up for it. The reason for her rework was to make her more healthy for the game, and in turn it allows her to be easier to balance and make sure she's not to overpowered. Yes her overall damage/tankyness might of tooken a hit but now she actually has counterplay and she is not just a.."I ult your least threatening champion, and proceed to 1v5 you all". Riot even said a long time ago that her old kit was toxic and if she ever became fotm, she will be gutted until her rework.

The low win rates is mainly because everyone is still learning how to play or play against her, or maybe how the team works with poppy. Give it 1 or 2 more patches, more people will understand how she plays and if her win rate is still low then I'm sure Riot would buff her.
