With all these jungler farming nerfs, are we no longer ALLOWED to power farm jungle?

First the Smite healing nerf, now less experience. It feels to me like Riot is trying to tell us "Stop farming and gank", even when a gank might not be the best option at all times.

It's not always possible for you to gank a lane, you know, especially if the targets are too deep.
