Riot matchmakes those who recently won a series of games vs those who lost a buncha games?

What kinda crazy matchmaking system is this? I've checked many games and this seemed to be the trend.

Obviously the team with a buncha people on a losing streak will be more likely to tilt and go on to lose more until somehow they're able to miraculously break the cycle. This has the tendency to create streaks. Losing streaks is the main cause of frustration and stress on players.

Can Riot pls check on your matchmaking system?
