The emperor has dethroned. and a change was needed this nerf we are in as of 6.14 is clearly a placeholder nerf wile riot decides what to do with him, and i believe i have the answer.
the changes P- increase the CD on his tower significantly and make it scale with CDR and his ultimate level. so that with 45% CDR and rank 3 ult the CD will be what it is now.
Q- nerf damage to this skill MASSIVELY i would even say you could remove it all together. nerf the range on this skill at rank 1 and make it scale up to the current range.
W- make the attack speed scale with level now change his soldiers damage to scale with rank not level BUFF the soldiers damage at rank 5 but still starts weak to compensate having little to no damage on Q. also most of the added damage should be in AP scaling with low base value to make him a hyper carry that needs items to take off.
E- fine as is.
R- up the CD at rank 1 and 2
why this will fix him general the big problem azir has the that he can poke and DPS both to well (and his kit was way to overloaded on release but that part is fixed now) by nerfing the Q damage MASSIVELY or removing it all together. you force azir to max W first AND because now his Q is what gives him long range both to poke AND to shurima shuffle for long ranges instead of small ones. this means that in the early game he has a discernible weakness of short range and less mobility. this way he needs to have W AND Q maxed (lv 13) before he has both ranged poke and DPS.
for pro play specifically the CD change on his P and R are also a huge help for pro play because he cant azirsec as often and that tower is op for sieging though not as big a deal for us plebs in low to mid elo.
TLDR: basically shift most to all of his damage to his W to force it to be maxed first. But make it so that until his Q is maxed second at lv 13 he will be short ranged.
