Nerfs not needed or?

hey guys, I have a question about the nerfs quinn got long ago, during the spring split, if those nerfs were reverted, would proplayers pull her back into competitive play or what? Those nerfs did not seem so ground breaking. Considering the pros only pick broken champs, those nerfs were not really needed no?

Same thing with graves, what meta does it have to shift to so we start seeing marksman in top? I mean graves / quinn top. Or Lucian mid LOL. It was fun to watch.
