Had anyone weeks seen this

I played 4 games last night as mid. 3 out of the 4 games the other reams mid had perfect farm. I'm silver 1. I don't get perfect farm but I get around 90 at 15 mins. For 3 games the other mid had perfect farm. Didn't miss one minion. I also noticed that my minions stopped attacking minions at critically low health or they didn't do damage when they hit. Now it seems like a last got hack to me but I want to know it anyone has seen this.
