Is it just me or is Garens mark really anoying

Garens mark just seems really annoying to me. I'm mid lane and happen to get some kills and now I'm marked for life by someone who isn't even in my lane.

Could the mark be much smaller? Or maybe like an active quest like The Hunt is On for Kha'zix and Rengar but it just says Garen is seeking justice upon ____.
