Some runes have the same or more value than a champion

Some of the older champions cost 450 or 1350 ip while runes cost 410 - 2050 ip. Which means that they have as much value or more value than champions, despite runes shouldn´t play a bigger role than champions in the game which they (at least now) not do. Well you could either decrease the price of runes or increase the price of champions XD.
