The 'Gbay99' guy from the Original Video (not the Reply) is quite misinformed. For example, a primary point behind his argument was that champions that are played in LCS aren't immediately considered OP. However, Tier lists are largely focused on Solo Q rather than Teams. Some champions are extremely OP in specific comps so, in turn, LCS teams use said comps. In contrast with this, using that champion independently in a Solo Q game may be very ineffective and will often yield fairly unsatisfactory results. Lulu Top or Mid is a great example of this - her kit consists of a lot of team-oriented tools which cannot be fully utilized outside of a team environment.

The opposite is also true. Champions that may run rampant in Solo Q games can be non-existent in competitive games. Master Yi and Katarina are perfect examples of this. While they can wreak havoc against an uncoordinated team, a coordinated team can shut them down with ease.

The only thing that holds true in Gbay99's argument is that there is a curve of champion effectiveness that scales with player mastery of said champion. While a champion may rarely be seen, you may encounter a random player who exclusively 'mains' that champion that completely stomps you and/or your team or vice versa.

EDIT: I disagree with what they person who replied said about nemesis draft. A lot of nemesis draft was misinformed players confusing low pick rate champions with genuinely bad champions. The one game of Nemesis Draft I played, I was given Zac and did quite well - even in a 2v1 Top Lane and with a fed enemy team.
