An idea to help make top lane a bit more important, and to allow comebacks a bit more

Okay right now if you play top, you really don't have that much of an impact on how the game goes, atleast compared to mid and jungle, the other solo roles. An idea i have would be to make it so that taking a tower is worth more if you are behind, whether this is calculated by a gold difference, or towers taken is up for debate. This could make top lane a bit more impactful, and also allow teams that are behind to catch up a bit more. Any thoughts on this?
