Can I have some tips for when Garen is on the enemy team?

Garen seems really strong atm. I'm not saying he's OP, I just don't know how to play against him. I usually play mid lane (mostly mages) and main TwistedFate . Sometimes I go top, and I like to play Ryze and Jayce. The Issue I'm having is that Garen has great sustain, becomes very tanky, and still manages to put out a lot of damage. If I'm top, I can't usually kill him. Lategame, no matter where I play, when teamfights break out he can just run in to initiate. It takes a lot of spells and focus from the team to get him down. Even when he is caught out you better at least have 2 people on him or he will escape (and maybe kill you). I know in teamfights we shouldnt focus the tanky guys, but if we go for the carries, he's happy to deal tons of damage item 3078 to our team by himself. I know there must be a strat against him because otherwise everyone would be getting dat freelo with him. I would appreciate any tips that would help.

Garen is pretty much perma ban at the moment because of his sustain and damage while being tanky.

Ryze and Jayce are good picks. You likely aren't going to kill him, but you can stop him from farming. Just whittle him down with your pokes, and throw some auto Attacks in there too. Your goal is to try to keep his passive turned off. If he can't farm be won't be buying many items, so less tankyness and less damage. Just make sure to save your Rune Prison or hammer knockaway move for when he runs at you with his Q. Once that's down he has no mobility and you can kite him around.
