This thing IS INSANE! It gives 70% speed boost for 5 sec and is on a 8 sec CD. (scales off AP) Gives her or her teammates soo much mobility!

It also doubles as a 2.5 sec stun! its longer than fiddle's 2.25 sec fear! Its godly good for peeling or ganks, just throw this + glitterlance on them, and they can't go anywhere or do anything!

It does not "double as", it's one or the other.
It's nowhere near a stun. Polymorph is a unique CC that prevents you from casting spells and attacking, but not from moving. It is considered a soft CC.

Polymorph lasts 2.25 seconds at rank 5. its the same duration as fiddle's 2.25 sec fear!

Only gives one person that movement speed, and note she has to have 400 AP for that Speed boost, she definitely does not get it for free.

There are SO many abilities in the game that are more OP than that.
