Changes to Thunderlords

Can we make it so that AOE abilities like Nasus' Spirit Fire and Miss Fortune's Make it Rain not proc all 3 stacks of thunderlords? Can it just only apply one stack? Also, things like Kennen w passive not count as two? I've played against Kennen with thunderlords and he could auto me with and press w and thunderlords would proc because of his w passive.
