When did you start playing? Because back when I started playing around Thresh and Vi release time the game was much worse about OP champions dumbstering kids. Like there were only 2-5 viable champions per role.
The game has always revolved around the stronger picks. Always will. That's just how this kind of a game will function.
There still very much is strategy. Obviously not much if you only look at low skill levels, but that's not going to change anytime soon, nor should it, because it would completely warp how the game is played at higher elos, and not in a good way.
I've only been for about 18 months, but here is what I see:
Game start used to be go to jungle camp to leash, head to lane and farm for 15 mins until you either win or lose a turret, then shift to mid lane. When baron was up, the first team there could take it down no problem and the only defense was to have jungle try to steal.
Now, you spend to first minute positioning to set up or disrupt invades. They don't always happen and they don't always succeed, but you are not just sitting until 1:30....you are active. Battles over the baron are real battles and at low elo, you can fight enough to disrupt the other team even if behind enough to make them abandon the baron unless they have managed a couple of dragons.
