How to Fix Swain and the whole "Build Tank on everyone but ADC" dilemma
So every one is getting upset about the whole "tanks" doing to much damage, with too much utility, and being too tanky to kill. So most of the "tanks" are not truly tanks. Its mostly AP champions with huge base damage and amazing utility and because now they are building tanky so they get the best of both worlds, but this is not all of them as there other tanks that just do too much damage from building tanky.
Right now they are trying to fix Ekko (thank god, only took 3-4 patches) and right now the new op tank is ROA then pure tank Swain are perfect examples of a flaw thats in the current tank items, resolve tree, and how the mage's kits work. I think these 5 ideas I have could easily stop the tank mages and damage dealing tanks from ruining your Dynamic Que games :D
5 Ideas To Nerf Tanks
Make AP champ's utility scale on AP (for the Mage Tanks). I think this is amazing and I love how they did it on Lulu and I think it is a interesting concept, but I highly doubt Riot would do this.
Lower Base Damage, Buff AP Ratios. This one is very simple and does not need to be explained but somehow it is never that easy in Riot's balance team. I mean this promotes building ap and not tank.
Nerf the Tank Items. Tank items are super efficient and cheap and just need to be toned down but I don't believe this is a major issue, but mostly the defensive stats on bruiser items are too good in my opinion.
Nerf the Resolve Tree (grasp of the undying) . **Just wanna say but this is a long one so I'm terrible sorry! **This is just way to op for what it gives and is my main reason why tanks are super tanky and doing damage. I personally believe that Grasp of the Undying is still too strong because its free sustain and free damage, just hit the minion 2-3 times during the laning phase and hit the enemy champion and BAM free sustain and damage on a short cooldown and since toplane is the lane you mostly trade blows in its easy to get it. (just apply that with corruption potion and endless sustain) The reason this is kinda dumb is because its hard to fight the tanks as they have sustain, damage, and tankiness that its hard to punish them early game AND if you do get them low then they just recall and TP back in with another 3 charges of corruption pot and more tank items.
(Now my opinion on how to fix Grasp of the Undying) Increase the time spent needed to be in combat early game, but have the time spent in combat slowly go back down to its original state by level. This gives tanks a weakness Early to "Early-Mid" game and they can still be the same at Mid to Late game.
Nerf Tanks base damage (and if they have some damage scaling from their health then tone that down a bit). This just helps tanks do less damage.

Now to my opinion on Swain! Right now on the PBE they are nerfing him and this is My opinion on what they should do to him This is very simple but buff the ap ratio on his heal, nerf the base heal. Don't nerf the damage on his Q. I think they should do this because the AP ratio on the heal sucks so much but the base damage is good. Also I think Swain will need his damage on his Q because his Q and W is not completely reliable, so he needs the damage he can get but if he is still too strong THEN nerf the damage on Q but I doubt he needs its. Swains only problem is right now he heals too much while being tank and there is nothing else to it.
TL;DR Nerf Tank Stuff. Give mages a reason to build AP then just going Tank with one AP item.
