if you get the lunar empress Lux icon and border for 64 revel tokens, will you be able to see the border for the event time only, or unlimited time?

I had purchased border and i have skin too, but why isnt visible when i play her with that skin ? How can i activate it ? Thank you !

The border is "unlimited". It won't go away once the event ends. You'll have it forever.
