Does riot intentionally match you with bad players?

First of all I won like 4 game out of 7 in placements and still got b5. Now I've been clawing my way up to b1 and I've noticed a few times that after I go on a win streak I seem to get paired with 4 awful players out of nowhere. Now I usually get 1 or 2 bad players every game anyway but I've been able to overcome that with 3 good players but every time I get on a hot streak ill just get all 4 other player feeders out of nowhere. Is that deliberate on the part of riot or what? Im a support main and not good enough yet to carry a game on my own so this I am fucked
