Put a player cooldown on surrender on top of the team one

Allowing the same negative player to spam surrender every time it is up creates a negative environment. It is annoying. it demoralizes the team. It is very trollish when I see popups in the middle of team fights. Please put a player cooldown, which is higher than the general team one, on surrender.

Or, maybe just press yes, get some ip, then start the next match?
