This scuttle change is so hard to keep

If player doesn't play meta champion they will end up losing because they cannot duel enemy jungler. Mid lane from a bot lane roam went into smite crab lover+great stealer buff. Post lv 6 jungler will need great buff that will break their balance for compete with em or all the duellist will need a nerf. We're all sure that it need a nerf on the XP part. If riot wanted jungle more interactive they could give to the crab a ms buff that has the same duration of blue and red (+10 ms in river and your jungle doubled in ENEMY jungle). With this chance fight for crab is significative but will require 4 camp like other jungle camp instead of 3 for level up.
