What is Riot doing about the leavers/AFK/Bots problem?

This is occuring in Ranked, something has to be done

proposals:

(1.) decrease the surrender availability from 20min to 15min with an available afk/leaver option. (2.) first minute of the game the team does a verification that they are present, this weeks out bots, first 15 minutes of the game there is a 'surrender' option that cancels a game if there is an afk/leaver.

(3.) increase penalty for leavers/afk/bots by removing warnings, as soon as you leave/afk you get 5 match leaverbuster
