Context on Brand Stun Duration Nerf

I'm not trying to whine or complain or anything (I don't play too much Brand, but was considering playing him again with the change) but I don't know why they nerfed his Q stun duration. I figured the patch notes would explain it, but they didn't even mention it. I am honestly curious.
