Tahm Kench's devour on an enemy champion is a suppression

In short, he legit has a Skarner ult on a basic ability. Except it's more spammable. It does way more damage. It does require his stacks but it's easy to apply and they LAST FOREVER, not to mention if he stuns you with Q when 3 stacks are applied, it doesn't consume the stacks. Not to mention in teamfights, he can easily devour a front liner 2-3 times because for some unknown reason, there isn't an absurdly long cooldown of him being able to devour the same target again within a certain amount of time.

Let's not also forget this same spell can REMOVE ALLY CHAMPIONS FROM AN ENEMY SUPPRESION, like malz, Warwick or Skarner ult. What in the actual fuck? What were you thinking when you designed this spell? This is better and more versatile than 80% of the champions ULTIMATES in this game.

I have no problem with the rest of Tahm Kenchs Kit and find it to be interesting actually but his devour, it's damage, it's low CD low downtime spammability on the same target and safety net for ally fuck ups is retarded. This is the dumbest spell I've ever seen riot create and oh boy, there's been a ton of them.
