Bring back the meaningful decision "do i gank or farm?" based on the situation not on jungle respawn

Due to the long camp-respawn timers you are forced to gank. Prior to the jungle changes you could decide based on the situation (what champion against whom, who pushes etc...). These were choices you had to make, you had to thought of.
