Edit: To elaborate, your Q harass should allow you to kite her and win trade till mid game, which your ADC can capitalise upon provided they're not idiots.
I can't see Soraka being a good counter to Vayne honestly.
Just looked and Lux Support is her biggest counter (atm)
It’s like a ‘pick your poison’ except with salt.
I take Maokai, Shen, or Ali depending on their supp and my ADC.
Maokai will out-harass the Vayne lane easy. Also keep her locked down for a decent amount of time with CC.
Shen will help you win trades with W. Really good at pressuring even when pushed under tower with taunt.
Ali will help your ADC get through lane the easiest imo. Good lockdown in case the Vayne gets cocky, too.
Not sure how Soraka helps against Vayne considering she can just dive the Soraka after her 2 item power spike and delete her.

. He has point and click cc ult that , can't outplay, and when she gets stunned by ulti you chain cc her with hook, passive root, e slow, just basically keep the bitch locked in place for good 4 seconds. Also he has a self shield, which helps vs true damage.
I don't want to rain on your parade super hard...but I gotta correct ALL of this.
Vayne's biggest counters in lane are unavoidable/hard to avoid harass. Things like Sona and Lulu are her biggest issues in lane...or W max Janna if you're feeling spicy (shit actually does work, damage wise). Naturally, with Sona being manually removed from relevance by Riot, and hard engage supports being popular atm, which checks Lulu, Vayne's slipping through the cracks relatively safely. She may also be the next nail to hammer down after MF got nerfed.
People max W on Soraka because Q is only good in lane, it can miss, and Soraka's overall offensive presence is lack-luster. Lane bullying off of Q is kinda fun, but honestly, it's her worst route since it's her worst mid and late game option.

<= This gal does the trick. Has everything in her kit that Vayne (and other champions) hate.
Vayne is weak to AOE damage or CC (though everyone is weak to that), that's all you really need.
Zyra, Brand, Vel'Koz, and Lux are good choices if you want to harrass her out of lane.
Karma, Sona, Nami, and Soraka can work while also being a support later in the game.
I prefer Lulu personally because Polymorph completely negates Vayne's ult duration or you E her before she tumbles, she won't go invisible, so I've countered her ult with 2 different abilities. Decent choice vs Draven too for same reason cause a point and click ability that prevents someone from attacking for 2 seconds is pretty important in this game.
