@Riot Plans for counter jungle/Other jungle strats?

I'm wondering, since even riot themselves has noted how the current counter jungle item does not have a real place in the game competitively or even viably, what the plans are for the jungle?

I'm not complaining if that's the vibe i'm giving, just want to know if you have started brainstorming on what a fourth jungling item might consist of if you are planning on replacing it. Maybe one more focused on capturing dragon/baron, since they are REALLY important in games? Make people decide if they want the edge in ganking or they want a long term investment for more secure dragons and barons? Extra epic monster damage on smite? Just an idea.

Maybe give an experience boost along with the gold boost, since most counter junglers are wasting ALOT of farming time using this item and scavenging the enemy's already emptied jungle. In the end there is really more cons than pros to buying the current one, so what are the plans? Are there any right now?
