Jinx Q - Rocket Form doesn't stack Tear of the Goddess on Mana Expenditure

Is this intended? Wording wise Jinx's Q should stack it because every auto attack has an associated cost of 20 mana. Yet, when she expends the mana you don't get stacks. Not that anyone is building it, but I doubt that's working as intended(TM).
