Scuttles having a penalty for gaining vision

I think with Scuttles' dash, there should be a penalty, for trying to get vision. Instead of it just dashing, it taunts whomever is in its radius that's near it, and does aoe damage. I feel like it would add an interesting element to the game. Let me know what you guys think.
